Irregularities mar Jute Center

Where Prime Minister Sheikh Hasina is strongly committed to make the country free from corruption, the Jute Diversification Promotion Centre (JDPC) has turned into a den of corruption, irregularities and mismanagement. Some unscrupulous officials of the JDPC located at the capital's Tejgaon Monipuri Para led by its director Moinul Haque have allegedly established an empire of grafts and irregularities and illegally amassed huge money.

They loot and misappropriate government money in the name of different projects without any legal process or tender. It has been learnt from a written complaint submitted to the Prime Minister's Office (PMO) and ACC that, JDPC has recently paid at around Tk 13 lakh to one Shaibal Saha as decoration bill of Jute Fair 2018. But the bill was much higher.

JDPC director Moinul Haque in collaboration with some of his subordinates allegedly provided the decoration or design work to the said Shaibal Saha without inviting any tender on newspapers. Despite the provision, JDPC gave the work order to Shaibal Saha without any open tender. They have allegedly submitted two fake quotations on pads of two design companies namely "Sound & Vision" and "WIKREATE".

Contacted, Rafiqul Islam, Proprietor of "Sound & Vision", said, "We did not submit any quotation to the JPDC to get design work for the Jute Fair. But, we cannot understand how they use our firm as a bidder."Rafiqul sought proper investigation to divulge the truth.

On the other hand, WIKREATE authorities denied to make any comment in this regard. Sources said, Moinul Haque, his close associates liason officer Mohammad Ali and secretary Syed Jakaria are involved with all questioned bills. They have been doing such misdeeds for long.

On the other hand, Export Promotion Bureau (EPB) invited JDPC to attend at the 'Ambiente Trade' fair in Frankfurt, Germany scheduled on February 9 to 13 this year. Moinul and Mohammad Ali surreptitiously took step to send a firm named 'Global Enterprise' owned by one Elahi Dad Khan alias Elahi Box to the fair under the banner of JDPC. Elahi Box is also an accused in a case filed by ACC for irregularities in the Food Department. The Global Enterprise ultimately could not attend the fair failing to get visa as the anomalies were leaked out.

JDPC produced furniture worth Tk 5 lakh for using in different fairs. In Jute Fair 2017, the furniture was borrowed by a pavilion making firm named GRAY. But, the furniture is yet to return to JDPC. It has been alleged that Moinul Haque and his associates realized Tk 1.5 lakh from GRAY as compensation of the furniture and pocketed the money. Besides, they misappropriated Tk 50 lakh in the name of furniture for new building. But some chairs were supplied to the JDPC.

An official of JDPC seeking anonymity told The Asian Age that, Moinul become Director of JDPC from a bank officer with the blessing of his retired brother, who had been served as a high official at the President's office. After joining, he has made the office a den of corruption and anomalies. If a proper audit is conducted, all the misdeeds will be revealed, he added.  

Contacted, Moinul Haque denied the allegations and said, all works of JDPC are running in proper ways. Some people are making propaganda to tarnish his image.Officials of the JDPC urged the proper authorities for a fair investigation against corruption and irregularities.
